As part of the public rehabilitation program in Maryland which is administered by the Maryland State Department of Education, Division of Rehabilitation Services (DORS), Workforce & Technology Center (WTC) operates within the federal Rehabilitation Act of 1973, as amended, and related federal regulations.
At the State level, regulations concerning the Division and WTC are contained in the Code of Maryland Regulation (COMAR), Title 13A, Subtitle 11.
The Commission on Accreditation of Rehabilitation Facilities (CARF) reviews WTC to ensure that WTC meets the accreditation standards for the following services: Comprehensive Vocational Evaluation Services, Employment Skills Training Services, and Independent Evaluation Services.
RSM 6 includes policies and procedures specific to the operation of WTC that are not contained in the other Rehabilitation Service Manuals.
