RSM 2, Attachment 1500-1: Tuition and Fees: Maryland Colleges & Universities

The costs of tuition and fees (and room and board if approved) are included as Educational Expenses on the Determination of DORS Financial Assistance for Post-Secondary Education (RS-5b) form as follows.

Community College

Use the following rates for tuition and mandatory fees for consumers attending Maryland public community colleges for a certificate program or Associate's degree:

Exceptions to exceed these rates require approval of the regional director.

Attendance at an Out-of-County Community College

If an individual needs to attend a community college in a different county because the required courses are not available at the in-county community college, inquire if the college to be attended has a special arrangement for reduced tuition in such cases. Request an exception through supervisory channels as needed.

Bachelor's Degree

For a bachelor’s degree at an In-State Public Institution of Post-Secondary Education

Use the following rates for tuition and mandatory fees (and room and board if approved) for students attending Maryland’s four-year public colleges and universities:

Out-of-State and Private Institutions of Post-Secondary Education

The cost of tuition and fees (and room and board if approved) may not exceed the in-state rates for the University of Maryland, College ParkPDF document, unless an exception is warranted and approved by the DORS Director (see Section 1509 and Section 1514).



The Vocational Rehabilitation program receives 78.7% of its funding through a grant from the U.S. Department of Education.
For the Federal fiscal year 2024, the total amount of grant funds awarded was $51,885,242.
The remaining 21.3% of the costs ($15,395,878) were funded by State appropriations.
