RSM 3, Section 3000: Facilities & Grounds Maintenance at WTC/DORS Administrative Office

3001 Purpose

To establish the policy and standards by which the Workforce & Technology Center (WTC) and DORS Administrative Office will be equipped and maintained.

3002 Applicability

This policy applies to all employees of the Division of Rehabilitation Services, including WTC, employees of contractors and volunteers at WTC.

3003 Policy Statement

The WTC facilities and grounds will be equipped and maintained in a manner which supports the mission of WTC, and ensures a healthy, safe and accessible environment for all clients, staff, volunteers and the public. WTC will comply with the following laws, regulations and standards:

3004 Procedures

  1. Periodic self-surveys and inspections of the facilities and grounds will be conducted to determine compliance with applicable regulations and standards.

  2. Organizations which have jurisdiction over WTC will be invited to inspect the facilities and grounds as appropriate.

  3. WTC will cooperate with representatives of the organizations listed above in the conduct of authorized inspections.

  4. Reports of inspections will be forwarded to the Facility Operations & Services (FOS) Branch Chief and the WTC Director.

  5. Issues of non-compliance identified by DORS/WTC staff will be reported to the FOS Branch Chief, the Administration & Financial Services (AFS) Director and the WTC Director.

  6. The FOS Branch Chief will investigate and correct, to the extent possible, issues of non-compliance. Those which are substantive and/or involve significant expense to correct will be referred to the AFS Director, as appropriate, for resolution.

  7. When issues of non-compliance cannot be corrected within a specified time period, the FOS Branch Chief will contact the appropriate individual or organization and negotiate an alternate resolution and/or develop a plan of correction.

3005 Responsibility

  1. The FOS Branch Chief is responsible for conducting and/or arranging periodic surveys and inspections; assisting surveyors conducting authorized inspections; investigating and addressing, as appropriate, all identified issues of non-compliance; and reporting compliance activities and/or negotiating alternate resolutions with appropriate organizations or individuals.

  2. The WTC Monitoring Committee is responsible for conducting periodic surveys and inspections, investigating substantive issues of non-compliance and recommending appropriate corrective actions.

  3. All staff are responsible for ensuring that WTC maintains compliance with applicable laws, regulations and standards according to individual job responsibilities, and for reporting known issues of non-compliance.
