RSM 3, Section 3600: Private Vehicles at WTC/DORS Administrative Offices

3601 Purpose

To establish policy and procedures regarding private motor vehicles on the premises of the Workforce & Technology Center (WTC)/DORS Administrative Office.

3602 Applicability

This policy applies to the owners and operators of all motor vehicles brought onto the premises of WTC/DORS Administrative Office.

3603 Policy Statement

Motor vehicles brought to and parked on the premises (Parking Lots: A, B, C, D, E and Kitchen Lot) of WTC/DORS Administrative Office by employees, staff of other programs and organizations located at WTC, contractors, visitors, volunteers, consumers and others are subject to the rules and regulations as set forth in the Procedures section of this policy. 3604 Procedures

  1. All WTC and DORS Administrative Office staff and WTC consumers here for services who park their vehicles on the premises of WTC/DORS Administrative Office must register vehicle information with the DORS Police Department and obtain a parking permit hang tag. The **DORS Employee Vehicle Registration Form** is to be used for registering your vehicle. The parking permit hang tag can be obtained directly from the DORS Police Department. Student vehicle information will be obtained by DORS Police during the orientation process; DORS Police will provide the student with a temporary vehicle identification hang tag.

  2. Consumer vehicles must display their vehicle identification tag hanging from the interior rear view mirror.

  3. Staff from DDS and DORS field offices may obtain a **Temporary Argonne/WTC Parking Permit**.

  4. Private contractors working at WTC/DORS Administrative Offices for an extended period of time should be directed by staff to register their vehicle and obtain a parking permit from Security for display in their front windshield.

  5. DORS staff arranging meetings with visitors/guests shall advise them about the parking situation at WTC and shall contact DORS Police for temporary parking passes as needed.

  6. Only vehicles of visitors may be parked in spaces marked "Visitors" on parking lot A (immediately in front of the WTC main entrance).

  7. Only vehicles with state government (SG) license tags may park in spaces reserved for state vehicles.

  8. Vehicles may not be parked in such a manner as to block driveways, loading docks, trash dumpsters or the Ambulance Entrance on Lot B.

  9. Vehicles parked in lined parking spaces must be parked within the lines of the individual parking space.

  10. Vehicles found illegally parked on the premises are subject to ticketing by the DORS Police Department and/or towing by the service under contract with DORS.

  11. Vehicles found on the premises without valid license tags will be considered abandoned and are subject to towing.

  12. Vehicles may not be driven or towed onto the premises for the purpose of repair in the WTC Auto Center unless prior arrangements have been made with the Auto Mechanics instructor who is responsible for notifying the DORS Police Department regarding the owner's name, description of the vehicle and license tag number. Vehicles found on the premises without prior approval/notice will be considered abandoned and are subject to towing.

  13. Any vehicle, registered or not, which is inoperable may not remain on the premises. If a vehicle becomes inoperable while on the premises, the owner/operator shall immediately notify the DORS Police Department of this condition and the plan for repair/removal of the vehicle. Such vehicles shall be subject to towing if they are not repaired/removed within a reasonable period of time.

  14. Repair or servicing of vehicles on any of the parking lots or roadways of WTC/DORS Administrative Office is prohibited except for minor emergency repairs and with the approval of the DORS Police Department.

  15. The State of Maryland, DORS and WTC bear no responsibility for any damages or theft of any privately owned vehicles while on the premises.

  16. Any vehicle parked on WTC/DORS Administrative Office lots during snow removal operations must be moved to an alternate location upon the request of the Maintenance or DORS Police Departments.

3605 Responsibility

  1. The Facility Operations & Services (FOS) Branch Chief is responsible for the administration of this policy and assuring that all employees, staff of other programs/organizations located at WTC, contractors, volunteers and clients are informed of procedures affecting privately owned vehicles.

  2. The DORS Police Department is responsible for enforcing the parking regulations contained in this policy. The DORS Police Department is also responsible for registering vehicles, issuing parking permits, ticketing violators and arranging for towing of illegally parked vehicles as necessary.

  3. All employees, staff of other programs/organizations located at WTC, contractors, volunteers, consumers, visitors and others are responsible for obeying parking restrictions on the premises of WTC/DORS Administrative Office.

  4. The FOS Branch Chief is responsible for assuring that the towing service under contract with DORS carries out responsibilities identified in the contract.
