To identify those activities which are restricted or prohibited on the premises of the Workforce & Technology Center (WTC).
This policy applies to all consumers, visitors, volunteers, employees of the Division, WTC and employees of contractors performing work at WTC.
In order to promote an environment which supports the mission of WTC and in accordance with applicable State laws, the following activities are restricted or prohibited on the premises of WTC:
Trespassing – Admission to the premises of WTC is restricted to DORS/WTC employees, employees of contractors performing work at WTC, volunteers, consumers of WTC and persons authorized to visit consumers or employees. Any other person without apparent lawful business, or who is acting in a manner disruptive of and disturbing to the conduct of normal business, or who refuses or fails to leave the premises will be considered to be trespassing. Disorderly Conduct – Willfully obstructing the free passage of persons or equipment, creating loud or disturbing noises, using profane or obscene language, or otherwise acting in a disorderly manner is prohibited. (Maryland Criminal Law Article §10-201)
Narcotics – The use of narcotics, or any controlled dangerous substance, except that which is prescribed by a physician or permitted by law, is prohibited. The possession, manufacture, distribution or dispensing of any controlled dangerous substances or drug paraphernalia on the premises of WTC is prohibited. Alcohol – Any person who is intoxicated will not be permitted in, nor be permitted to operate a motor vehicle on, the premises of WTC. Possession of alcoholic beverages by persons under age 21 (Maryland Criminal Law Article §10-114) and furnishing alcoholic beverages to persons under age 21 (Maryland Criminal Law Article §10-116, §10-118) are prohibited.
Weapons – Except for official purposes and only by authorized personnel, no person while on the premises shall wear or carry any firearms or dangerous or deadly weapons either openly or concealed. (Maryland Criminal Law Article §5-101, §5-201, §5-301, §4-101 – 108, §4-201 – 209, §4-301 – 306, §4-401 – 407, §4-501 – 503)
Explosives – The manufacture, assembly, use or possession of any destructive explosive devices as defined in Article 38; Sec. 25 (1) is prohibited on the premises of WTC. (Maryland Criminal Law Article §4-502)
Bomb Threats – Communicating a statement or rumor known to be false regarding the location or possible detonation of a bomb or other explosive devices is a felony punishable by fine or imprisonment. (Maryland Criminal Law Article §9-504, §9-505)
False Alarm – Knowingly causing a false alarm of fire or false call for an ambulance is a misdemeanor punishable by fine and/or imprisonment or both. (Maryland Criminal Law Article §9-604)
Damage to Property – Willfully tampering with, defacing, damaging or marking the buildings, equipment or grounds; throwing objects of any kind at or from the building; or climbing upon any part of the building is prohibited. (Maryland Criminal Law Article §6-301, §6-302)
Motor Vehicles – The operation of motor vehicles on the premises of WTC is subject to the laws of the City of Baltimore and State of Maryland Transportation Article. See Section 3600, Private Vehicles at WTC/DORS Administrative Office.
Smoking – WTC is a tobacco- and smoke-free facility. Smoking, with standard or smoke-free electronic cigarettes, cigars, pipes, vaporizers, or any other use of tobacco (e.g., snuff) is not permitted anywhere on the campus by staff, students or visitors. (Executive Order 01.01.1992.20)
Gambling – The operation of gambling devices, conducting a pool or lottery, the selling or purchasing of “numbers” or lottery tickets, and gambling or betting is prohibited, except for lottery operations approved by the Maryland State Lottery Commission (Maryland Criminal Law Article §12-102, §12-103, §12-104, §12-302).
Animals – Except for dogs trained as companions for persons with severe disabilities, animals are not permitted on the premises unless authorized for official purposes.
Solicitation, Debt Collection – The solicitation of money, contributions, commercial soliciting, display of commercial advertising or collection of private debts is prohibited. This does not apply to national or local drives for health, welfare and other purposes approved by the State of Maryland or personal notices posted by employees on authorized bulletin boards.
Distribution of Pamphlets and Other Printed Materials – The distribution of materials such as pamphlets and handbills on the premises is prohibited without prior written approval of the WTC Director.
