Outside and Secondary Employment Policy
The purpose of the MSDE Outside and Secondary Employment Policy (HR-6C) is to ensure that employees understand their responsibilities and the parameters governing work schedules, compensation and ethical issues prior to accepting outside or secondary employment.

Outside Employment
Self employment or employment with another employer that is
not a State of Maryland agency.

Secondary Employment
Employment in a State of Maryland agency (including State institutions of higher education).
Outside and secondary employment is restricted to time outside the employee's designated work schedule or during pre-approved leave (except sick leave) and is not to interfere with the employee's duties and responsibilities at MSDE.
Employees must submit a Request for Outside & Secondary Employment for approval prior to accepting employment and must resubmit a Request at the beginning of every fiscal year to confirm the on-going status of the outside or secondary employment.
Employment with another State agency, including institutions of higher education, is considered secondary employment and requires Request for Outside & Secondary Employment.
State employees and officers may not engage in any employment that could result in or give the appearance of a conflict of interest between MSDE and the private or secondary employer.
Failure to comply with the terms of this MSDE policy and the State Ethics Law and regulations could result in disciplinary action up to and including termination.
